1. CHIRP
Make sure your CHIRP is up to date!!!
You can download CHIRP from:
http://chirp.danplanet.com/projects/chirp/wiki/Home

2. HOOK UP YOUR CABLE TO YOUR COMPUTER
If you're using WINDOWS:
Check the "Device Manager" in the "Control Panel" for any Errors under "Ports". If you have an "Exclamation Point" on the "USB-to-Serial Comm Port (COMx)" then you probably need to install the older "PROLIFIC DRIVER".
Go to this site, Download and Install the appropriate driver:
http://www.miklor.com/COM/UV_Drivers.php
Follow the instructions on the page.
When the Port is good, make note of the "Comm Port (COMx)" it's utilizing. Most likely it will be COM4.

If you're using LINUX, like Ubuntu:
You may have to "Open the Port" to see the cable.

Open a "Terminal" window.
Run one of the following Commands:

sudo chmod a+rw /dev/ttyUSB0
OR
sudo chmod a+rw /dev/ttyS0

You'll most likely have to run the first command for the USB.
